Plainfield Town Council opts out of settlement, outlaws riding agricultural animals on public town property

The Plainfield Town Council met June 28 for a regular council meeting. The council passed a resolution opting out of an opioids settlement.

The resolution states that the town has been actively engaged in pursuing damages caused by the manufacture, sale and distribution of opioids through outside counsel in multidistrict litigation.

The state enacted legislation earlier this year that restricts how settlement money from those lawsuits will be distributed. Under that legislation, 15% of state settlement money will have to be shared among counties, cities and towns based on population. The resolution states that Indiana’s recent legislation would “greatly diminish the potential recovery from various responsible parties,” and determined it was best to opt out of opioids settlements. 

The council passed an ordinance on second reading that amends the Plainfield Town Code to establish regulations for animals on public property.

The ordinance now states it shall be unlawful to ride any horse, mule or other agricultural animals upon the town’s publicly owned property or public street within the town, except when participating in a town authorized public event or activity. A penalty of not less than $200 will be given on the first offense and $500 for each subsequent offense.
